"If you want to succeed," the Pope told 240 juvenile delin- quents, "'you must also know how to obey." It was raining outside when the Pope drove to the school from his Vatican apartment. But inside the reformatory all was bright. Giovanni Cipriani, a 17-year-| Gaullist Union More Confident PARIS (Reuters)--Optimism $s growing among members of the Gaullist Union for the New with the approach of @ections for the French Na- tional Assembly Nov. 16. Two weeks ago, members of the opposition parties were forecasting heavy losses for the Union candidates but as elec- day approaches they have be- ome more cautious. The anti-Gaullist parties have become increasingly worried by President de Gaulle's ap- pe to the people to vote for 'a majority of national renova- tion" rather than on familiar leftist-rightist party lines. By this approach, de Gaulle has put before the country a major issue which he has been preaching for more than 20 years. French institutions, he says, must be modernized and adapted to the needs of the 20th century. De Gaulle's first victory in this program was the recent na. tional referendum in which a strong majority of the popula- elected by popular vote rather than by an electoral college. The opposition Socialist, Rad- ical and Conservative parties, all of whom opposed de Gaulle's plan, now must defend them- selves against charges of op- posing constitutional progress. Most political observers be. lieve that, in a country where people under 40 represent nearly 60 per cent of the popu- lation, de Gaulle's call for boid new approaches will be far more attractive than any cam. paign based on traditional methods. Pope John smiled and nodded, then his eyes welled with tears. The Pope spoke informally to the youths for almost half an hour. "TI have wanted to come here for some time,"' the Pope said, using the first person singular instead of.the formal "we" that popes traditionally use when talking of themselves. He talked to the youths in their own lan- guage and they listened in- tently. He said the past was what had brought the boys to the re- formatory and they should for- get it. The present is disagree- able to them, he said, because they are in confinement. But they must sacrifice' because they need discipline and God will help them. The kidnapping occurred at Oxbow, Sask., but the couple turned up safe at Melville, 150 miles away.
