F ; Lae KUALA LUMPUR, Malaya (AP)--A political tempest 1s brewing in Southeast Asia but the chances are it will stay in the teapot. The Philippines generated it by laying claim to North Bor- neo, a tropical British colony of 29,388 square miles and about 500,000 population. Britain has politely, but firmly, told the Philippines there is no foundation for the claim. It has declined to nego- tiate the issue because it says there is nothing to negotiate on the territory it has held for nearly 100 years. The British have other plans for North Borneo. They intend to see the colony become part of a 'enw confederation ,Malay- sia, to be formed next year. Malaysia would include Ma- laya, Singapore, Sarawak, Bru- nei and North Borneo.
