CFL Coaches Get More Time For 'Cutting' : | Football League executives de- cided at a meeting to give coaches a little extra leeway in| making up their minds on player releases. Teams must be down to 34 players, no more than 16 of them imports, by noon the day of the opening day instead of jmidnight the day before the opening game. By noon of the day of the fourth game--one more import must be cut. The meeting also ratified changes in the Canadian college \draft structure. Beginning in |1963, all players attending col- |leges with degree courses of three years or longer will be) subject to the draft. The Western Conference will join the draft full force. In prev- ious years Calgary Stampeders have been the only western club to join the only western ence in the draft. Two-Way Radio Used To Beat Horse Bookie MILWAUKEE (AP) -- Three Milwaukee men, who the FBI claim used a two-way radio to place bets on horses after races were run, have been charged with violations of the federal anti-gambling laws. Robert A. Begland, 28, Charles E. Cantell, 22, and Wil- liam G. Donahue, 25, appeared before U.S. Commissioner John C. McBride Thursday and |posted $1,000 bail each, U.S. Attorney James Brennan said the scheme worked this way: One man was stationed at the Okalwan Race Track at Hot Springs, Ark., with a two-way radio. As soon as a race was finished, he radioed the results to the second man in a tele- phone booth outside_the track. The second man_ transmitted the results by telephone to the third man in Milwaukee. The third man called a Milwaukee bookie and placed bets on the race. The Miiwaukee bookie was misinformed on the start- ing time of the Arkansas races and accepted the bets.
