Latin Commies Plan 'New Cuba By WILLIAM L. RYAN MEXICO CITY (AP)--What are the chances for a new Cas- tro-style revolution in Latin America? Communists and their Castro- ist allies work throughout the Western Hemisphere to bring about a new explosion. They operate on the theory that one more such upheaval woul wreck U.S. hopes for the area. Many Latin leaders believe another Cuba would set off a chain reaction whose effects would indeed spell disaster for the United States.
