Their theme was "Water Safety" and they proved to be not merely familiar with their subject, but deeply de dicated to its principles and practice. Mr. Bagnell explained how, since the sharp rise in fatalities, due to tragedies in rural areas, such as drownings in artificial ponds, more stress must be put on further safety measures Studies on water safety principles have been commenced in the three serv- ices in Europe on the various jstations and have resulted in |service men becoming instruc- |tors in field stations being set jup for this work. Many cities such as Ottawa, London, Pe- terborough and Toronto, have instituted pool training for han- dicapped children which has |proved to be a tremendous help }to such children | Mr. Walker told very vividly lof the importance of what termed a 'Reaching Assist'. Anyone attempting to rescue a person in distress in the water {should use a reaching assist rather than a "bodily contact' rescue since the latter has so often resulted in a double fatal ity.
