T. Richardson, ijeditor of the Toronto Telegram. Liberal The other is The ; Party, by J. W. Pickersgill, @ Both are published by McClel- land and Stewart, Toronto. Mr. Pickersgill, a former Lib- eral immigration minister, has assembled material that a; pears likely to be used widely by Liberal speakers during the campaign, He sketches concisely the role of political parties in Canada's system parHamentary gov. ernment, deals with the origins of Canadian Liberalism, its his- tory under Laurier, and St. Laurent, and then a look at its future. Another 10 chapters cover the basic tenets of Liberal political philosophy and review the party's policy on a number of key issues. The book contains a foreword by party leader Lester Pearson. Mr. Richardson devotes a chapter to John Diefenbaker, tracing his life through the 62 years until he became prime minister, from his birth in On- tario, through the early period on the farm in Saskatchewan, his career as a criminal lawyer and his rise in politics. The remaining nine chapters largely relate recent develop- ments in Canadian and interna- tional affairs and the role played by the prime minister. Among subjects dealt with at length are Senate reform, the Coyne affair, tight money, the impact of personality in pob ities, Canada's relations with the United States, the future of the Commonwealth and the out- look for Canada. -Newer Badge Foreseen For Boy Scouts WINNIPEG (CP) -- Some thing new for Boy Scouts in Canada is the hope of an assist- ant scoutmaster here. It would be a badge to be worn on the shoulder designating an air troop. The badge, showing an air- plane encircled by the words "air troop," was designed by one of the 10 boys in the 49th Charleswood troop here. There are already four badges for proficien In var- ious things aeronautical, But Lou McPhillips hopes for a classification a little more ad- vanced, The present badges are for proficiency as an air mechanic, air navigator, air apprentice and aircraft modeller. Boys still should engage in camping and all the other lessons of scouting, but this is the air age." Provincial executive commis- | sioner J. C, Harwood said in an interview the Boy Scout moves ment in Canada has no provi- sion for such a designation al- though there have been air scout troops in England for 21 years and in the United States as well, He said a committee now is sitting in Ottawa studying the scout uniform, badges and training program as a whole, He is "postive something will come out of these discussions that will lead to something like air scouts." Mr. McPhillips, father of three and himself a licensed private power and glider pilot, became scoutmaster of the troop in Charleswood, in Winnipeg's west end, about 2% months ago. He said his troop of 12- and 13-year-olds has doubled in size since the opportunity to take part in air training was offered. As well as the four prescribed courses, the 10 members have also been guests of the RCAF on tour of bases in Winnipeg and Gimli, Man. The boys have been given rides in an RCAF mock trainer while the top three boys in a 20-question written test were taken on short flights by mem- bers of the Winnipeg Flying Club. He hopes to give the boys lec- tures on meteorology and navi- gation as well as the lectures he already gives on the theory of flight and the general layout of a cockpit. SALLY'S SALLIES
