Broader Base Requested For Research | TORONTO (CP)--The head of| the Ontario Research Founda-) tion suggested Monday that a broader base could be estab- lished for determining new re- search expenditures under federal program of tax incen- tives to encourage industrial re- search in Canada. Dr. A. D. Misener, director of the foundation, said in a press release that although the new incentives have not yet been approved by Parliament, "it is difficult to visualize the newly-elected government not approving the plan" after the Juné 18 federal general elec- tions. Finance Minister Fleming said in his budget speech that the government proposed to al- low industry to deduct 150 per cent of its increased scientific research expenditures when computing income for tax pur- poses. The incentives would ap- ply to research spending which exceeds the amount spent on research in the 1961-62 fiscal year. Dr. Misener contended that industries which spent heavily on research in 1961-62 would benefit least from the incen- tives. These companies "will have established a high basis for research expenditurs which will govern their tax benefits." 'Perhaps a more equitable basis would be an average of a company's annual research expenditures over the last five years,"' he added.
