He otld the annual meeting of the Ottawa Board of Trade that socialism and "'welfare-ism" are "hazards that threaten the dem- ocratic way of life." (CP)-- Council of this Norfolk County town learned Thursday night that $30,069 is missing in mu- nicipal funds--$11,000 more than believed earlier. Council called an audit ear- lier this year when residents complained they were billed for $2,500 in taxes that had already been paid. A preliminary study of the records showed funds of $19,000 were missing, but the final audit increased the amount. The Simcoe auditing firm told council that J. B. Quanbury, who resigned as clerk-treasurer late last year because of ill health, did not disclose $26,069 tax money credited to the town's financial records. The report said $4,000 was paid to Port Dover for purchase of a debenture, but the payment was not recorded, nor was the debenture issued. The auditors said the claims by taxpayers that their $2,500 was not recorded cannot be proven. Council held a closed session Patrie. Duhamel now is Queen's line had a net loss of about Printer. $7,600,000 in 1961. immediately after the report was heard. Pallasce moved: to La Presse and then to two weeklies, Le Petit Journal and Photo- Journal. In 1942 he joined the navy and served in the radio section of its information branch. Discharged in 1944 because of ill health, he spent much of his time in radio until last year when he returned to newspaper work with Le Nouveau Journal, Montreal's new daily, He is the author of nine plays and won the Gratien Gelinas Trophy and the Wood Trophy in the Quebec drama festival in 1959. He has received an honor- ary doctorate of letters from Laval University, was made Knight of the Order of Sylvester by the Pope in 1957 and won the Lieutenant Governor's Medal in a 1959 contest among members of the Society of French-Canadian poets. Pallasce was born Ernest Pallascio, one of five sons of a professional soldier. At five he was adopted by Mr. and Mrs. Louis-David Morin, friends of the family who had no children. He has always retained: the name of his adopting parents as a "gesture of gratitude." Married to the former Aline Massicotte of Montreal, he is the father of six children--one boy and five girls.
