Ronald Storms, 21, and John Wayne Ingram, 20, both of Ux- bridge Township, with Keith Donald Hockley, 19, 331 Drew street, Oshawa and William Joseph Babick, 17, Main street, Uxbridge, appeared before His Worship at Whitby Police Court Tuesday. His Worship said that he had let the accused men wait for a week before sentencing so that they could see what a jail was like and what the rewards of a m\life of crime would be. Lotteries Lively Political Topic OTTAWA (CP)--The question of provincially run lotteries is becoming a lively topic in some federal political circles. Quebec Premier Jean Lesage set the ball rolling a week ago when he disclosed his govern- ment is preparing to establish a lottery and has been negotiat- ing with the federal government to obtain necessary amend- ments to the Criminal Code. Justice Minister Fulton says all provinces will have to be consulted on any amendment to the code and has made no com- ment about a possible date for a dominion - provincial confer- ence on the subject. This prompted a precisely- worded question which got a precisely-worded. answer in the Commons Tuesday. RESISTS MP's PROD J. P. DesChatelets (L--Mont- real Mai ive - R t) asked "whether the minister of justice will say' if the confer- ence will be called before Par- liament is dissolved for a gen- eral election. "No," said Mr. Fulton, *'the minister will not say." A member of Parliament from Quebec, meanwhile, said the single mention of the word "'lot- tery" during a weekend address in his home riding drew more applause than possible solutions towards the unemployment problem. But in other provinces, lotter- ies have often been considered a moral problem. Mr. Lesage disclosed his gov- ernment's plan when the Que- bec Federation of Labor pro- posed in its annual brief to the government that a_ provincial lottery be set up to help finance social security measures. The premier said he wrote Mr. Fulton Jan. 24 "asking him to give serious and official consid- eration to our request,' raised at the November, 1960, federal- provincial fiscal conference. Almost a year had elapsed since then and there had been no word. Nor had Mr. Fulton replied to the Jan. 24 letter. Soviet Voters Encouraged For Election MOSCOW (Reuters)--Al the power of the Soviet propaganda machine, press, radio and tele- vision, is being used to get So- viet citizens to the polls March 18 in Russia's rubber- stamp elections. The drive is expected to bring a turnout of some 145,000,000 voters in the first general elec- tion in the Soviet Union in four years. The voters, everyone who has reached the age of 18 years, will be electing the Soviet Union's "best sons and daughters" to the Supreme Soviet, nominally the highest organ of state power in the land. Premier Khrushchev and 1,428 carefully selected c andi dates will have their names on the single list of ballots to the two houses which make up the So- viet "'parliament." The voter has a theoretical right to cross out the name of any candidate he does not like, CAN VOTE SECRETLY The elections are to be con- ducted by secret ballot, although only an insignificant minority ever make use of the curtained voting booths set up at polling stations. Statisticians pride themselves on the fact that the returns al- ways show a turnout of only a fraction less than 100 per cent. At the last elections in 1958, 99.97 per cent of eligible voters went to the polls set up wher: ever there are Soviet citizens, in very city and village, Es- kimo settlement in the frozen north, embassies in foreign countries, in the Antarctic and even on ships on the high seas. Soviet propagandists make much of the fact that the Su- preme Soviet is a representa- tive cross section of all the na- tionalities which make up the Soviet Union. Health Unit Head Reports On Inspection Members of Whitby council were assured this week that the South Ontario County Health Unit had made diligent inspec- tions of all meat supplies to the town and the area served by the unit. Harry Inkpen, the town's representative on the unit and this year chairman, made a re- port to council on the meat inspection. The unit covers the towns of Whitby, Ajax and Uxbridge, the village of Pickering, and the Townships of Pickering and East Whitby. Mr. Inkpen said that the unit had carried out thorough inspec- tions of all outlets and all sources of meat supplied to those outlets. "Tn all cases," he told council, "we were satisfied that the meat) is getting the proper inspection. We feel that. the area is getting a very thorough lon, in- cluding slaughterhouses." In many cases, he said, owners of slaughterhouses had requested that the unit health inspector visit the premises. Faith WMS To Send Bale To Mission Tribes The regular monthly meeting' of the WMS of Faith Baptist Church was held at the church. Mrs. G. Baker, vice-president, was in charge of the meeting, which opened with the singing of a hymn, followed by prayer. The minutes of the last meeting were read, Mrs. Harris and Mrs. Kwint, favored the ladies with a duet, accompanied at the piano by Mrs. Loach. New business was discussed, and it was decided to send used clothing to missions, for the new tribes in Oklahoma. Mrs. Kwint then sang a solo, and a scripture was read by Mrs. Jolley. Because of this move, the town's assistant assessor, who also doubles as weed in- pector, will devote his full time to assessing. Some weeks ago, L. Barlow, assistant assessor, asked council if he could be relieved of the job of weed inspection. At this week's meeting of council, the by-laws and applications com- mittee reported that Deputy- reeve George Brooks, a mem- ber of Ontario County Council, had advised the committee that action had been taken in county council to advise the county weed inspector that his duties also applied to Whitby.
