INVITES COMMENT Commenting on the council's objective of having productivity councils or committees estab- lished at local levels across Canada, he said: "We are inviting heads of companies and representatives of labor to sit down together and look at the problem of how we can work together to make Can- ada grow. How do we get to re- alize that we are not natural en- emies but natural teammates? How do we communicate?" Mr. De Young apparently feels the council has made some progress in explaining produc- tivity. "The word productivity and the need for it," he said, "has certainly become more known and accepted in Canada. Discus- sion has been generated "Those industries who know they are efficient and know they can compete have let us know it, some by coming out in oppo- sition to the eouncil's formation and activities. Those who are not so certain are inquiring into what they must do. "'Some rep- resentatives of labor have made statements in favor and some in opposition to the effort for increased productivity.
