' It has been under discussion In its and most extreme form, it is put this way: Does Quebec really belong in Confederation today and tomor- row or would its people be bet- 4 ter off if it were declared a new country separate from the rest of Canada? The issue was raised by the appearance of three groups, move- right secession from Canada. Politicians, university people and all Quebec's important jour- nalists have been discussing it. In November, Justice Minister Fulton, Liberal Leader Pearson and T. C. Douglas, New Demo- cratic Party leader, spoke about it in public appearances in Que- bec province. STUDY CONFEDERATION .. Dr: Marcel Chaput, biochem- ist with the Canadian Defence Research Board who was chosen leader of one of the separatist groups in the fall, got in dutch with his federal employers over the question of time off to make a speech about separatism, and resigned his Ottawa post. The, stage seemed set for a showdown along old lines of English - language master mak- ing life difficult for French- speaking employee. But things did not work out that way. A general view in Quebec is that separatists would have ap- peared if both French- and Eng- lish-language citizens enjoyed a mutually happy marriage in Confederation. The reasoning is that if sep- aratists have appeared, some- thing must be wrong and it's time to get to the bottom of it. The 100th anniversary of Con- federation occurs in 1967. A fairly common opinion is that the British North America Act, Canada's constitution, should be looked at again to see just what it stipulates and whether what it does stipulate will permit de- velopment of both French and English - speaking peoples with equa! opportunities right across the board and as Canadians. With a federal election com- ing, perhaps in 1962, prominent representatives of Quebec. ex- pect to hear the views and poli- cies of the federal political par- ties on this aspect of Canada's future, The, reason is. that public men, newspapers and lecturers have questioned: 1. The dominant role of Eng- lish-speaking citizens, as well as United States interests, in the business world of Canada, including Quebec. 2. The effectiveness of French- Parliament as sponsors of their people's point of view. 3. The limited use of French in federal government offices. 4. The difficulties of education in French for citizens of French- language origin outside Que- bec while Quebec gives equal education privileges to both English and French citizens in Quebec. In other words, many Quebec- ers are asking whether Canada really is a bilingual and bicul- tural-country, as it is repre- rsented, or whether in fact it is a country with nine English- speaking provinces and just one bilingual province. NO SLOGANS On earlier occasiéns when Quebec nationalism has been prominent, slogans and emo- tions usually got involved at the heart of the issue. This time, the examination is much more hard + headed with concern about getting at the facts and roots of matters. For example, intellectuals looking at separatism now want to know just how secession would be carried out; what kind of government the new state of Quebec would set up; what its policies would be; and what its people would have to pay in taxes. Labor leaders want to know what would happen to workers' standard of living; how Quebec business would: make out; and what the long-term economic outlook would be. ' Another important question asked is what would happen to about 1,000,000 citizens of French-Canadian. origin outside Quebec. The atmosphere of frank speaking about the issue was demonstrated 'by a Canadian Af- fairs Conference organized by Laval University students at Quebec City Nov. 15-18.
