Settlement terms will not be announced until union members vote on them Oct. 19. The agreement would erase another potential trouble spot in the construction industry here. Tentative agreements were reached earlier between the ex- change and union carpenters and operative plasterers, sub- ject to member approval. In another construction dis: pute, there were possibilities of a meeting today between repre. sentatives of 14 ready-mix con- crete firms and the Interna- tional Brotherhood of Teamsters (CLC). The ready - mix firms have locked out the Teamster drivers in a dispute over the for the drivers to cross organi zational picket lines set up out- side building projects by con. struction unions. The labor department said the order, by Federal District Judge Matthew F. McGuire, upheld the authority of Labor Secretary Arthur Goldberg to look behind the formal reports bv checking the union's own records. A similar ruling had been made last Aug. 16 by the U.S. 6th Circuit Court of Appeals in a ruling affecting two Michigan locals of the Teamsters union. Goldberg had issued an order for certain records of the inter: national union last May 10, but the union challenged his author: ity. Financial re ports are re: quired by law from all unions. nen | BIG PROPORTION Nearly one-third of the total 637,000 British government civil servants in 1960 were women.
