Sherman Scott, Reeve of the Township of Pickering, sat on a panel which discussed county roads at the recent OMA Convention at the end of last month. Requests were made for his remarks, which exhibited vigorous think- ing, and a strong and definite conclusion. Although Mr. Scott did not have time to use all the mate- rial he had prepared, he gave a clear explanation of why he con- tended that the county and sub- urban road system should be abolished. He believes that such roads which are truly connect- ing links should become second- ary provincial highways, while the roads which are in reality local, should be returned to the local municipalities. The reeve argued that tax- payers should not be asked to assume the cost of raads which are not local. Connecting links, he said, cut across county bor- ders and serve large urban areas which have little signifi- cance to the county. He men- tioned the lack of uniformity in construction in roads which passed from county to county. The county boundaries were established in the 1850's when southern Ontario was a rural area. Since, cities have expand- ed, often near the borders of a county; this in many cases working to the detriment of the county. MORE REASONS The other reasons for aboli- tion of the road system he of such; an apparent saving be- cause of elimination of one lev- el of administration, and dupli- cation in the overall road sys- tem. Mr. Scott began his remarks with a comparison of the Coun- ty Road Sytem of 1914, when it was inaugurated, with that of today. "It would have been a very far-sighted individual," said Mr. Scott, "who in 1914 could have foreseen the impact the automo- bile has had on this province in the intervening five decades. The request came to council in the form of a resolution passed by the County of Peel, which requested that Ajax, as well as every other municipality in Ontario, endorse the sugges tion. The Peel County resolution reads as follows: "Whereas new hospital con- struction costs continue to be a heavy debenture charge on many municipalities, and Whereas many hospitals are working with inadequate space and insufficient beds to serve the population, and totally un- RESIGNS Constable Thomas O'Grady of the Ajax Police Depart- Pool's summer season was this week.
