DINING 129 LONDON (CP)--Must English soccer be reorganized in order) to survive? A growing number | of observers are beginning to consider this essential. At least 70 of the 92 clubs in the English Football League are running at a financial loss. They only keep going with money raised in sweepstakes run by local supporters. Now they have the addi- onal headache of finding the cash to meet higher wage de- mands from the players. The abolition of the £20-a-week max- |imum wage rule comes at a {time when gates are hitting {rock bottom. | Many reasons have been for the gaping holes in ithe stands. Most agree that stadium conditions are pretty {bad and the standard of play |is mediocre. But the most com- mon cry is that the league's machinery is out of date. OLD PATTERN The Football League now has been running the game in Eng- land on the same lines for 40 vears. The four divisions of the league have hardly changed in pattern since the early 1920s. Two vears ago the Football Association which represents England at international level | given English Soccer In Financial Trouble but has nothing to do with club soccer, suggested a reorgani- zation of the game. The FA's plea was turned down without a hearing. Now: with the sport facing a serious' financial crisis, a rad- ical solution has been put for- ward The idea is to form a Super League consisting of about 15 clubs with the most wealth and talent. These would have their own administrative body and operate independently of the smaller teams. This would be a big forward for the elite sides of English soccer. At present their expansion plans are being slowed up by the less heeled clubs who have exactly the same voting powers in the League council REGIONAL GROUPS The emaining teams would be split up into regional divi- sions, including several of the more-falented non-league sides who at present are unable to get election to league status These geographical groupings would cut down on travelling expenses--the biggest problem for the small club The main problem now sell an idea like this is to to the step | well-|{ | Topple; Gomez | known man, more than 600,000/Gorge.
