Viet Nam Rebels Hit Near Saigon SAIGON (AP) -- Communist rebels in South Viet Nam have launched a new round of attacks réaching closer to Saigon than ever before. The sound of gun- fire is heard often from areas around this capital. "The number of Communist incidents north of Saigon has doubled in the last two weeks," an informed Vietnamese source said Sunday. There has been an upswing in rebel raids and assassinations around the nation. But the bulk of the activity is said to be in northern areas -- in the prov- inces that stretch across the country just above Saigon and in the mountains and plateaus farther north near the borders of Cambodia and Laos. Many roads are regarded as dangerous, even in the daytime, within three miles of Saigon. Several reasons are given for the sharply increased raids. For one thing, the Viet Cong just took the worst single lick- ing in its six - year attempt to topple the government of President Ngo Dinh Diem. Possibly more than 200 rebel trops died in a battle when am- bushed two weeks ago suthwest of Saigon. By attacking now and increas- ing activity close to Saigon, the Viet Cong gives the impression it is still strong and undeterred. U.S. Naval Men Not Impressed MOSCOW AP) -- The Soviet | Union staged its big navy show | Sunday with a boast that mis- sile - armed atomic submarines now are the backbone of its navy. But none appeared on parade although the Russians say they have more of them than the United States Western naval attaches watched the demonstration of Soviet sea power off Leningrad| in the celebration of Soviet Navy Day.
