Claim Teens Get Drugs OTTAWA (CP) -- A Quebecjapplied to illegally - member of Parliament com- plained in the Commons Friday that Canadian teen - agers are slipping into a drug habit at neighborhood ice cream parlors. Liberal Romuald Bourque made the complaint as the op- Sha Sheets 19 the ova position rained questions on the illegal use of 'goofball' pep pills at Justice Minister Fulton. Mr. Bourque, member for Montreal Outremont - St. Jean, said youngsters between the obtained drugs that are usually used as medicants. When mixed with other drugs and alcohol or other liquids they produce psychic sti- mulation or depression. Mr. Fulton reminded MPs duced next week. Then 'they (the MPs) can obtain all the information they feel they should have." Mr. Bourque said action on fballs should have been ta- ages of 12 and 18 "can b criminals overnight through the use of goofballs which they are able to purchase at confection- ery stores and ice cream par- lors. "If a boy or girl consumes a bottle of ginger ale or other similar drinks in which have been placed a goofball, they are quite capable of committing murder or carrying out any {other similar terrible crime." He made the statements dur- ing the debate on spending es- timates of the justice depart- ment, Mr. Fulton said goofballs come under the Food and Drug Act, a responsibility of the health minister. The term goofball has been ken three years ago when the issue was first brought up. Then it was a serious problem, but now it is "a calamity in Can- ada." 'GOD HELP US' "If this is ar. example of the speed at which this government acts, then God help us poor Ca- nadians." "The goofball has become a plague which is undermining the youth of our country," said Mr. Bourque. Three years ago there were 300 or 400 young people using goofballs. "Today I suggest there are thousands of young boys and girls across this country who have fallen far down the social ladder" because of them." Fulton Says Courts Must Back Rights Bill OTTAWA (CP)--Justice Min- ister Fulton said Friday that it is up to the courts to back up the principles set out in Can- ada's Bill of Rights. Members of Parliament should not feel that they have been taken by surprise when they find this is the case, Mr. Fulton said. Mr Fulton said it was care- fully explained last session when the bill was before the House that "the courts are the integral and essential part of the protection of rights." Not Much Good For Spacemen TORONTO (CP) -- The only)" flying saucer in existence in North America today would lik- ely lose the race if pitted against anyting faster than a briskly-flown box kite. Avro Aircraft Comapny's Av- rocar, designed to rise straight from the ground and hit speeds] above 250 miles an hour, has| barely topped 35 miles an hour in tests. Its altitude record 0 far is a heady five feet. John C. Frost, designer and main cog in the saucer project, told an audience at the Cana- dian Aeronautical Association meeting in Toronto Thursday, however, that his team hopes soon to iron out all the faults in the machine and boost it to projected speed. Mr. Frost's address consti- tuted the first public briefing on the project since its sponsors, the United States Army, lifted the secrecy several months ago. The saucer is 18 feet in dia- meter and a little more than five feet deep. It is shaped like two saucers face-to-face. LEAFS GET SHORTSTOP TORONTO (CP) -- Toronto Maple Leafs of the Interna- J. tional Baseball League Wednes- day night obtained Fritz Brick- ell as shortstop insurance from Los Angeles Angels of the Amer- ican League. It was an outright purchase for an undisclosed sum. In an unrelated transac-iroiliac condition. {had been violated should seek | their restitution from the courts. The Bill of Rights debate arose during discussion of the |justice department's 1961-62 | spending estimates. | CITE CASES CCF members brought up two cases they claimed had violated {the provisions of the bill and [criticized the minister for not | coming to the defence of people {involved in such instances of al- |leged discrimination. | Held up as examples were: | Valerie Smith, 26-year - old | draughtsman allegedly fired by {the Calgary firm of Midwest |Surveys Limited for telling a {local group after a two - week {holiday in Cuba that Premier | Fidel Castro had done some |good for Cuba; and Australian | Terry Whitfield who claims he |was dismissed by Canadian | Marconi Company from a Mid- | Canada Warning Line post for |fraternizing with an Eskimo girl. Both cases, said CCF MPs H. W. Herridge, Kootenay West, land Frank Howard, Skeena,| il were infringements of the Bill of Rights. "We have either to incorpor-| 'ate the bill in the constitution or get agreement with the prov-| inces to enact enabling legisla- | |tion," said Mr. Herridge. "Good in connection with a violation gracious, if we do not allow an individual to express unpopular opinions democracy cannot sur- vive." NOT DETRIMENTAL Arnold Peters, CCF Member for Timiskaming, said Miss Smith had said nothing detri- mental to Canada or the com- pany, which he said is '"'under the domination of the American- controlled oil industry." Mr. Howard said the Marconi Company abrogated the section of the Bill of Rights relating to freedom of association in firing Mr. Whitfield for becoming en- gaged to an Eskimo girl at Great Whale River, Que. Earlier this week, Northern Affairs Minister Dinsdale told the Commons that he asked Marconi to delete from its con- tracts a clause barring frater- nization between whites and Es- kimos. gest he take action in such gest he take action in s uch cases was to suggest dictator- ship--"and that is exactly what the Bill of Rights was legislated to protect against." MENTIONS OTHERS Mr. Howard said other exam- ples of infringements of the Bill were the Feeds Act and the Cus- toms and Revenue Acts. He said all give certain persons dictato- rial powers, gravely violating the bill. In the seed act, he said, fed- eral inspectors were able to take over property and articles and these could be kept for six months without a charge being laid. Mr. Fulton said the feeds Act does not infringe on the Bill of Rights. Seizure of property used in the connection of breaking laws {was a well understood princi- ple of common law. The act stated that the property could I not be confiscated by the Crown |unless a conviction had been registered.
