12 THE OSHAWA TIMES, Thursdey, March 3, 1960 Legislation Of Stocks Opposed TORONTO (CP)--Federal leg- islation to prohibit the sale of stocks from Ontario to United States by long-distance telephone would not be worth the costs in- volved, O. E. Lennox, chairman of the Ontario Securities Commis- sion, said Wednesday. Appearing before the legisla- ture's standing committee on legal bills, he said the adminis- tration costs of enforcing a new law would only benefit the Ameri- cans. The sale of securities by long- distance telephone is legal in On- tario as long as the salesman is responding to a written query for a particular stock. New York au- thorities call such transactions "fraudulent" because they break State laws, Mr. Lennox said. CCF Leader Donald C. The TSE does its own policing, said C. P. Lailey, president of the exchange. The TSE was con-| sidering tightening its short-sell- ing laws. Allan Grossman (PC--Toronto- St. Andrew) called the exchange a monopoly. Its arbitrary power as a public body should be ac- countable to some authority in the matter of appeals of its de- cisions. But W. L. Summerville, TSE executive vice-president, said the exchange should have the su- preme right to decide as long as it was not at variance with the securities commission. Water Use Legislation Suggested TORONTO (CP)--An agricul tural engineer suggested Wednes- day that the Ontario governm-n! enact legislation controlling the use of the province's water sup- plies. Professor H. D. Ayers of the Ontario Agricultural College, Guelph, said that as "competition for water increases there is a greater need for provincial sta- tutes which will clearly define the legal status of water users." He told the legislature's com- mittee on conservation that "al- most every year bitter disputes arise between farmers or be- tween farmers and municipalities or farmer and sportsmen's or- ganizations arising from the de- pletion of stream flow by irriga- tion pumpage. "It would be a tragedy indeed if legislation were delayed until violence occurs. Many incidents of near violent nature have al- ready occurred in the tobacco growing region." He also said 80,000-100,000 acres were under irrigation in Ontario today and the relatively new farm practice in Ontario was paying off for such crops as to- bacco, potatoes, vegetables and fruit. New Toll Device To Spot Slugs OTTAWA (CP)--A new device| } will be installed on the Jacques C--tier Brid~e at Montreal to de- tect counterfeit toll tokens that may be used on the automatic toll devices, the Commons was in- formed Wednesday by Transport Minister Hees. An average of four slugs a day are rejected by automatic toll de- vices out of about 45,000 valid tokens and coins. The automatic devices were in- stalled on the bridge last year and, in the wake of a sharp in- crease in toll receipts, the Com- mons decided on an investiga- tin. The RCMP also conducted an investigation which Mr. Hees has said will result in charges.
