He started the company in 1941 with only one truck and no staft other than him- self, doing all his work by hand. He now has a to- tal of 10 trucks, three mechanical shovel loaders and a staff of 10 men. He also has his own screen- ing plant and a crushing plant on his premises at 877 King St. E. His success is a guarantee to the public that when they deal with the Oshawa Sand and Gravel Company they can expect the best. E. McLAUGHLIN, City Industrial Commissioner Not too many people in Osh- a are fully aware of just what "industrial development" is all about or how the Oshawa Indus- trial Commission goes about its job of trying to attract industry to this city. There is some misunderstand- ing about the scope of industrial promotion. Essentially, it is a public relations effort to get the name of Oshawa before indus- trialists and key people in the in- dustrial development field. The chief aim of the program is to persuade representatives of in dustries to visit the area and see the potentialities of it for them- selves, quiries about an area through a bank, a law firm, a real estate firm, a railroad company, or through another industry. The work of the industrial commis- sion is effective when it appears that the industrial development of the area is progressing favor- ably. Industrial promotion is not a super - selling job but is one which involves the furnishing of authentic information and outlin- ing the advantages of an area. No company will ever agree to come to Oshawa, sight unseen. Our principal aim, therefore, is to persuade them to take us into consideration when they are plan- ning a branch plant project. The success we have in attract. ing industry depends, to a large extent, upon the soundness of our industrial promotion program and the effectiveness with which we carry it out. Essentially, in one form or another, the indus- trial commission carries these basic. responsibilities. 1. To determine the overall Many industries will make en- §& 4 od TOM McLAUGHLIN scope of the program to be un dertaken, and the most immedi- ate requirements within that program. 2. To analyse the assets and liabilities of the community and to chart a concrete program for overcoming the liabilities and fully promoting the assets, 3. To analyse undeveloped available resources for possible use. 4, To assist in the develop- ment of the entire trading area. 5. To stimulate loca! industrial thinking (i.e. sell the populace on the idea and aims of industrial development within the commu. nity.) 6. To promote provincial and {national publicity on industrial | progress. 7. To prepare and encourage Industrial Climate Of Oshawa Healthy others to prepare articles, edi- torials, news releases etc., and to use other public relations and publicity methods to secure maxi- mum publicity -- free if possible -- for the community and local industry. 8. To establish confidence in and a position of leadership for the industrial commissi and local markets not now being sup- plied locally. 20. To pursue aggressively a program of determining: Which larger industries, not al- ready established in the commu- nity, are most likely to decentral- ize and thus become prospects for branch plants, Which type of industries are moving into the general region, in order to study the possibility of competitive industry following with similar moves.
