Paper Rates For U.S. Mail Scaled Down WASHINGTON (AP) -- US Postmaster-General Arthur Sum- merfield Thursday announced a substantial scaiing down of his proposals for increasing postage rates on U.S. newspapers, maga- zines, books and sheet music mailed abroad Summerfield said that because of growing acceptance of Ameri can published material and a de- sire to encourage U.S. influence abroad, the post office depart- ment is trimming $2,000,000 a year from the postage increases proposed for this type of printed matter last July 15. The rates are to go into effect Jan. 1 | The postmaster-general fixes international postage rates with- out reference to Congress Included in the new proposals for mailings abroad are daily newspapers to Canada The present rates are 1.95 cents a pound on editorial content and 9.1 cent a pound on advertising content, with a minimum per copy charge of one-eighth cent Staggered yearly increases dur- ing a three-year period are plan- ned so that the editorial content rate will rise successively to 2.1 cents, 2.3 cents and 2.5 cents a| pound.
