Proctor, president of the Im-| perial Bank of Canada, said today at the bank's annual meeting. It was most important, he sald, | that the business community, as well as governments and individ- .uals, should recognize their neces- sity and co-operate fully. Attempted rates of capital ex- pansion this year were much too great to be fully carried out, and high rates of interest were bound to continue unless current levels of investment spending were re- duced. Mr, Proctor added: "Had the Bank of Canada pre- vented rising interest rates by in- creasing the supply of bank cash, thus keeping credit easy, this would not have avoided interrup- tion of current projects and plans because interference with them would soon have appeared in the form of shortages of labor and supplies, resulting in rising costs and prices. RESTRAINT BEST | "If current rates of expansion are to be moderated, as they| must, it is surely preferable that this should come about by re-| straint in the use of credit rather than by reducing the purchasing power of the currency." I Nevertheless, flexibility and understanding in such matters was necessary. Restraints should be eased as soon as there was evidence of succicient reduction of demand to avoid danger of in- flation.
