"HALF A LOAF IS BETTER..." pS ---- Commons Approves Ottawa Relief Plan OTTAWA (CP) -- The federal vernment's proposal to share with the provinces and municipal- ities part of their unemployment felief assis.ance costs has been approved by the Commons. Main criticism directed at the _ measure in the House Friday was that it does not go far enough. Harold Winch (CCF--Vancouver East), for one, said the federal government should bear full re- sponsibility for relief to the job- less. The legislation leaves to the provinces and municipalities the responsibility for all relief costs r7§f the number of needy unem- . ployed is .45 per cent or less of a province's population. This percentage, based on June, +4955, figures, gives this break- dows: by provinces: Newfoundland 1,854 persons; Prince Edward Is- land, 486; Nova Scotia, 3,073; New Brunswick, 2,5 11; Quebec, 20,340: Ontario, 23,323; Manitoba, 3,820; | Saskatchewan 4,000; Alberta, 4 797; British Columbia, 5,872. The federal government will share with the provinces--on a 50-50 basis--the costs of relief ex- tended to needy unemployed in excess of the .45 population per- centage. The Commons gave the measure second reading, clause-by-clause study and third and final reading in one day. It mow goes to the Senate. Meanwhile, the Senate ex- hausted all business before it and recessed until July 17. However, it could be recalled before then if sufficient business comes to the upper house from the Commons. Mr. Winch said the reef bill is ug terrific advance" for a Liberal government whose answer to un- employment in the 1930s was po- lice clubs, tear gas and the Riot Act. The answer to: the problem of unemployment relief was an over- all federal social security pro- am. A division of responsibil ty among various levels of gov- ernment would result in ineffi- ! ciency, duplication and suffering Welfare Minister Martin said the provincial and municipal #ov- . ernments should care for a cer- taln "threshold" percentage of their unemployed. He said six provinces--all ex- { cept Nova Scotia, Quebec, Ontario and Alberta--have signed agree- ! ments to receive the federal as- sistance, retroactive to July 1, LESLIE BROS. for NATURAL GAS HEATING FREE SURVEY AND --_--- ESTIMATES GIVEN DIAL RA 5-9611 Office and Showroom 171 Bond St. East at Division Business Men's Lunch! Only Newfoundland and Brit- ish Columbia so far had made claims under the agreement, the former claiming about $1,400,000 and the latter $720,000. Average relief cost in Newfoundland was about $11, and in B.C; $30 Mr. Martin said a roug mate of the cost of the plan to the federal government in the first year is about $8,000,000, He told Mrs. Ellen Fairclough (PC--Hamilton West) he does not know what persuaded Quebec not to enter into an agreement. would be unfair to say why On- tario had not entered at the pres- ent time, although he hoped it would do so soon. The bill would wipe out the dis- tinction between those unem-| ployed able to work and those who cannot work.
