This is the warning given in a "master plan" prepared by a gov- ernment-appointed team of investi- gators. Today, the population of Singapore is 1,100,000. In 1972, it is expected to be about 2,000,000. The settlement founded by Sir Thomas Stamford Raffles in 1819 has grown from a Malay popula- tion of about 2,000. The present population is 78 per cent Chinese and eight per cent Indian. The planners recommend that three new towns be built and the population in the central city be reduced.
