+, THE DAILY TIMES-GAZETTE, Friday, Sune 17, 1958 REPORT FROM PARLIAMENT Conservative Party Opposes Emergency Powers Extension By MICHAEL STARR, MP Ontario Riding The Unemployment Insurance Act has now been given third read. ing and passed. This act under- went a very long and thorough study in committee with the result that some minor changes were 'made. The outstanding change was in the maximum period of benefit, which has been increased from 30 weeks, as originally suggested by the Government, to 36 weeks. This change, however, was not entirely satisfactory as all members in the opposition thought it should remain at the 51-week maximum as it had been in the original act. On the whole the new Unemploy- ment Insurance Act is a very fa- vorable one and has many chang- es in it that will be of benefit to those who will come under it dur- ing a period of unemployment. CONSERVATIVES OPPOSED A bill has been introduced which is an act to amend the Defence Production Act. This bill gives emergency powers to the minister of defence production for all time. The bill is being vigorously oppos- ed by the members of the conser- vative party, who argue that the present act gives these powers to the minister and does not expire until July, 1956, They feel there is no need to revise the act at this time to give these powers to the minister without some restrictive period of time, Mr. Howe gives as his reason for the bill the fact that his de- sartment 1s responsible for. the construction of the mid-Canada ra: dar line and other defence projects, and that since these projects are continuing ones and will likely be maintained for some years, he is introducing this legislation to give himself powers which can be ex- ercised at any time, The opposition argues that these powers endanger parliament's su- premacy and the rule of law. On this charge the minister argued in defence that he was responsible to parliament and that the depart. ment's administration could be questioned whenever its estimates came before the House. FARMERS HOPEFUL Despite the floods in the west, the prairle farmers are hopeful that they may be able to produce a better than average wheat crop this year. Chances of a bumper crop have brightened with reports of warm. weather sweeping over the prairie fields, which will help the farmers complete their seeding, be a (@robably this - week. There are approximately 23 mil. lion acres of wheat land to seed and at the end of May they still had about 12 per cent of this acreage not seeded, Ordinarily seeding is completed by this time. All in all, the picture does look as dark now as it did a few weeks ago. This, we are as- sured, is not a departure by this country from free trade policies, Provincial premiers - have been invited to attend a preliminary meeting here on Monday, June 20, to discuss the federal offer to pay part of unemployment relief costs, This meeting will consider the in- formation gathered by federal and provincial experts on levels of un. employment and relief costs in the various provinces.
