McRuer said Monday a sys- tem for paying fines by instalments is a reasonable way to avoid one punishment for the rich and an- other for the poor. Appearing before the Ilegisla- ture's select committee studying reform institutions, he said the sys- tem used in England has cut the prison population by 25 per cent. "It might be expensive to set it up, but it would be cheaper in the long run," he said. 'In many céses today, the prisoner is in jail be- cause he is poor. The man who is well off and can afford the fine pays it and is free." Committee members said they are interested in the idea and that they may make a recommenda- tion when they report to fie pro- vincial government.
