Chancellor Konrad Adenauer's Bonn government faces popular el- ections Sept. 6 and, as diplomats here read hy Russian proposals, Moscow was doing all it could to assure its overthrow by holding out hope for early unification of East and West Germany. The most important question in Europe, the Moscow radio said, is the "peaceful reunification of Germany and the gopelusion of a peace treaty with i In notes diet in Moscow to the Uni States, Britain and France, the Kremlin urged immed- jate creation of a provisional all- German government. It also urged the Western Big Three to support a peace conference on Germany of "all interested parties" within six months. M. 14 ly called for an end to nian reparations by next Jan. 1, and it summoned its East German puppets to the Krem- lin for talks. The all-German government, pro- posed to replace the Adenauer re- gime and the Red-controlled East German government, would he as- signed the task of devising an el- ection law which would permit free elections throughout Germany. Russia offered to give up more than .$3,000,000,000 worth of Ger-! man manufactures now earmarked | for her from East Germany, while proposing that reparations pay-| ments end by Jan. 1 and that the | Big Four powers limit German paly- ment for their occupation costs to five per cent of the annual revenues from East and West Germany. West Germany, with 48,000,000 people, and the Red-ruled eastern sector, with 18,000,000, have been separaled since the end of the Second World War. As Western diplomats here and in other capitals saw the Moscow note, the idea was to capitalize on recent sentiment for unification in an effort to defeat the Adenauer government, which has been friendly with the Western powers. The fact that the 14-page note was released through the Soviet licenced German news agency ADN offered a further indication that the note was written primarily for political purposes. The three Western countries had proposed on July 15--also with an eye on the September elections-- that the Big Four foreign ministers meet in late September to arrange for a German election. The West- ern powers have maintained that this should be arranged by the occupying nations, rather tham by the two German governments. Western officials are confident the Communists would be defeated in free elections. Moscow replied to this Western proposal Aug. 5, but the reply was generally regarded as confusing, and officials of the United States. Britain and France are to meet in Paris this week to consider what reply they should make. Moscow's note proposed an '"'im mediate agreement" between the West and East German Parlia- ments to form a unified govern- mens or, if that was too difficult, a provisional regime with limited functions.
