There should be a housing plan, he sad, not only for these new Canadians but a low-cost plan for the persons who were in the lower income brackets. In Canada, he said, 80 per cent of the population earned- less than $3,000 per year and such housing was necessary for them. Needed .also, he said, was a national health plan. Such plans, he said, were available for those working in industries or bus- inesses where such plans as group insurance were available. But, he said, a great many people were | not able to take advantage of this | plan unless it were instituted on a | national scale. In his concluding remarks, Mr. Starr stated "We are a very fort nate people. We live # a country second to none. During the de- pression, he said. Canadians found the going very difficult but not so difficult as other countries where starvation existed. We have had no strife with our neighbors and ac- tually no one in Canada is in hard- ship. It is all because of our form of government that Canada is in the position it is today. Our goal is still to get something better for our children." (CP)---A monument to be unveiled here July 29 by Premier Leslie Frost of Ontario will commemor- ate the work of John Graves Sim- coe in establishing constitutional government in what is now the province. of Ontario. One face of the monument, -sculp- tured by Elizabeth Wyn Wood of Toronto, shows Simcoe in uniform as first lieutenant-governor of Up- per Canada. With him in a long dress fashionable at the end of the 18th century is his wife, who helped him introduce social graces to the frontier settlements. which stands in the town where in 1792 Simcoe convened the first Par- liament held in the province, bears an inscription which says in part: "His genius foresaw the greatness of this country and he threw him- self into its building with ardor and enthusiasm." BUILDING STILL STANDS Simcoe opened the Parliament with a ceremony at the governor's residence, a building still standing on the Niagara river. Soldiers of the garrison smartly turned out in bright scarlet tunics formed a guard of honor for the 40-year-old governor. Salutes boomed from the guns of Fort Niagara and from those of sloops in the harbor. To United Empire Loyalist and British settlers alike the ceremony symbolized all they had fought for 'in the recent American revolu- tionary war. The governor's new capital con- sisted of only two houses and some soldiers' barracks in a small clear- ing hacked from the wilderness. Prince Edward, father of Queen Victoria, visited the colony in 1792 and was impressed as visitors to- day by Niagara Falls, then sur- rounded by unbroken bush. Simcoe made many exploratory trips to study the country and its people. He travelled by snowshoe and canoe to obtain first hand knowledge which helped him de- velop transportation and communi- cation. FAST PROGRESS When Simcoe was recalled im 1796 the population of Upper Can- ada had increased to 25,000 from the 10,000 of only five years be- fore. Agriculture had made great progress and schools and churches were established. In 1813 Niagara-on-the-Lake was captured and burned by American forces and only 3 few signs re- main of the colony that Simcoe knew. The building in which Parlia- ment met remained.
