Spent Lifetime As House Clerk ARTHUR BEAUCHESNE Progressive Conservative By THE CANADIAN PRESS Arthur Beauchesne, 77, Progres- sive C vative candidate for the House of Commons in Ottawa East, is recognized as Canada's top au- thority on parliamentary proce- Though he has never been an elected member of the House, he spent 32 years as deputy clerk and then clerk of the Commons, and his writings on procedure are the Sianiarg oho for House op- eration He was clerk from 1925 until 1948, when he retired, and he spent much of his time in digging into parliamentary history and institu- tions and clarifying the rules of procedure in successive editions of books that came to be known simply as "Beauchesne." First a newspaper man and then a lawyer, Dr. Beauchesne twice ran unsuccessfully for office before starting his long Commons career. In 1908, he tried for the Commons as a Conservative in Bonaventure, Que., his native county, and in 1913 he ran for the provincial legislature in the same riding. Since his retirement, he has acted as adviser to the Quebec government in federal-provincial matters. He is married and has two married daughters. Mr. Green represented Vancou- ver South for three Parliaments and since 1949 has sat for the new riding of Vancouver Quadra. He is a Vancouver lawyer. He served four years overseas with the Canadian Army during the First World War. As a result he also is one of his party's major spokesmen on veterans' affairs. Mr. Green is a nativ~ of Kalso, B.C. He married Marion Jean Mounce of Vancouver in 1923 and UK Firm - Seeks Loan To Expand LONDON (CP) -- Taylor Wood- row Ltd., one of Britain's largest civil engineering and contracting groups, is raising £500,000, for expansion in Canada. The company is seeking 'the money by issue of loan stock. With treasury approval about £350,000 will be wu to launch the Cana- dian branch.
