The meeting, called by the Carle- ton County Federation of Agricul- ture, heard various farmer-speak- ers criticize immigrants, particul- arly Italians, as having no, know- ledge of Canadian farming me- thods, a lack of knowledge of Eng- lish and of refusing to stay on farm jobs. Progress Seen In Plan To Break Hold of Nazis On the Youth of Germany Frankfurt (Reuters) -- Arzerican and British authorities in Germany claim progress in the '"'democrat- ization" of German youth. Officials say they are having some success in breaking the autocratic tradition of German youth organization left behind by the regimented Nazi youth sche- mes. Youth work is also hampered by shortage of funds. ' A British official said the extent of the British-sponsored youth pro- gram is "limited solely by the num- bers of British youth personnel available to initiate the work." United States authorities are re- ducing their aid to German youth to cut expenses and 'permit di- version of funds to other useful purposes." Some youth centers will be handed over to German spon- sors. Others may have to close. Nevertheless, they atided, there has been established a corps of youth leaders who have grasped the prinéiples of individual rights and democratic group action. Ger- man youth would be ready for ef- fective citizenship if the corps could be made strong enough to break with the regimented past. The youth program in the Amer- ican zone began shortly after the occupation. Officials started by re- building the voluntary organiz- ations banned by the Nazis. By last October about 1,500,000 of the zone's 5,400,000 people aged between 10 and 25 belonged to church, trade union and political youth organizations, sports clubs, scouts, camping groups, cultural societies and rural organizations. Another one million were estimated to belong to hundreds of small local youth groups. The high commission has helped finance a student relief organiza- tion which has set up student dorm- itories, provided jobs for working students and arranged student ex- changes with other countries. About 200,000 West German youths not attending school are out of work. American authorities have tried to help them by back..g rural youth assistance programs. The whole work will eventually come entirely under German con- trol. Youth leaders trained at spe- cial schools have already helped to establish over 1250 community centers for the use of the 3,800,000 youths not belonging to the main youth orgaiization, The aim was to give "unorgan- zed youth" meeting places free from extreme left - or right-wing influence. In East Germany, there is really only one youth movement: The well-organized blue-shirted Free German (Communist) youth move- ment (FDJ), similar to the Hitler Youth. Youths not in the FDJ are at a disadvantage in most jobs. Its present strength in East Ger- many is estimated at over 3 mil lion. The FDJ spread its activities to West Germany in 1948. It was banned by the West German gov- ernmént in June. American offic- ials said they did not expect many members of the banned group would turn to the "democratic" youth movements in Wést Ger- many.
