When it is sometimes argued that organized workers are getting better than their fair share, it seems a fitting retort that, if this is so, organiza- tion is the remedy. Organization can provide the bargaining power to force almost any demands. If this were true, painful as it might be to some, it would indeed be. the answer. But the mere de- manding of a millennium, where every worker demands and receives more wages for his effort and gives in return less effort for his wages, doesn't make it a fact. It very definitely ceases to be a fact when production becomes static or starts a slow decline. In such a situation it is quite clear that even if all workers were organized, the only way that any individual or part of this working force to make gains is is some other part lost. If both of us must draw from the same well, and I draw more than my share, it is obvious that all you can A---- take it what remains, and that is less than your share. To both take more from the well requires that there shall be more in the well to take. A fully organized society is the answer to no problem. It only ap- pears to to the worker, because he has been taught to assume that his coercive efforts have been respon- sible for all his gains. But that is not the case. No coercion of, itself, let it be powerful as it might be, could have enforced the wages and working conditions of today from the economy of a quarter century ago. There was not that much water in the well. The gains were made possible by that fact that management and ca- pital developed new machines and new technical processes and new skills that were able to give new speed to hands, new know-how to enable the work-return for an hour to be crowded into thirty minutes, and new qualities in commodities to widen existing markets. Higher living standards cannot be coerced, by any means, from an economy whose well of resources is running dry. The old proverb has it, "you can't get blood from a stone." If labor is not to make what gains it can at the expense of its fellow citizens, it must join with management in planning methods of greater production.
