E. Keith Davidson of Ottawa, president of the I.AP.A, speaking to some 3,500 delegates, declared that support for accident preven- tion can be secured much more readily by a salesman than by a policeman. And T. A. Rice, of Hamilton, vice- president of the International Har- vester Company of Canada, stated: "Throughout the years we have always had certain types of people who are prone to criticize and tear down the good work of others, These people, however, have no suggestions to offer other than that government should legislate. "To me this is the poorest substi- tute possible. No government agent will, or can, do the voluntary work of the workers in safety associa- tions half as well as it now is be- ing done by the workmen's safety committees at plant level and by the voluntary work of all directors of numerous safety associations. "In Ontario, as well as in Quebec, New Brunswick and Nova Scotia; organized accident prevention is handled through voluntary associa- tions, and the Ontario Act was fol- | lowed closely in Quebec, New | Brunswick and Nova Scotia. "In British Columbia, accident prevention comes under the Work- men's Compensation Board, and there has been a lot of press com- ment on that province's set-up, with some arguing that it has the, A better method. To this IT do not subscribe." 3 In 1950, he stated, 182,144 acci- dents, including 353 fatal cases, were reported to the Ontario Board, and awards to workers totalled $20,487,396. In the same year, 71,.- 504 accidents, including 205 fatali- ties, were reported to the British Columbia board, with awards totall- ing $14,813,184. "Thus Ontario, with 212 times as many accidents, had roughly one- third more in total cost." Mr. Davidson commented: "Rates are generally lower in Ontario than elsewhere and the benefits of the act are higher." Mr. Davidson referred to last De- cember's report by Mr. Justice W. D. Roach which recommended, among other things, that accident prevention in Ontario be placed under the Workmen's Compensa- tion Board. The recommendations, said Mr. Davidson, "came as a considerable surprise to your directors, particu- larly as most of them follow the Workmen's Compensation Act of British Columbia. That aet has been under investigation by the chief justice of that province since November, 1949, and the commis- sion there has not yet completed its hearings." MISSIONARY CAREER Canard, N. CKLB-News; Sports CKEY-News; Sports WBEN-Bold Venture WGR-Getman With Says Canada Lacking Art Appreciation Vancouver -- (CP) -- A Danish sculptor here thinks ariists should come to Vancouver if they hold to the grand tradition that starvation and cold garrets are essential to artistic progress. Jorgen Christiansen, a sculptor, silversmith and metal-worker, has had a two-year struggle to make his art pay in Canada. He arrived here in 1949 in the hope this new land would offer an outlet for his wares --exquisitely fashioned copver work, sculptured busts of children and fine creations in silver. But apparently it didn't. "Canadians, for some inexplicable reason, do not appear to have any great appreciation for art," he said. "I tried teaching. As many as 32 would apply for classes, when they learned the course was not a three- lesson business, their interest would immediately disappear." A flyer in the First World War, when he lost an eye, and an army officer in the Second World War, Christjansen went into the under- ground when Denmark was occu- pied. The Gestapo caught, him in 1944 and he was imprisoned in a concentration camp, where he did some 350 portraits of fellow- prisoners. In post-war Denmark there was little demand for his work, so he tried Canada. It was disappointing -- last sum- mer he worked as cook in a hospital here. He is fearful that unless there is a revival in Canadian art tastes, he will have to revert to his old role once more. "If you hear of a good cook's job open, let me know," he said. Scholarship Honors Prof. Harold Laski London -- (CP) -- The British Labor Party has decided to estab- lish a travelling scholarship as a permanent memorial to Harold Laski, who died last year. An appeal for contributions to finance the scholarship has been made to all sections of the party. Laski, a member of the Labor Party's executive committee from 1936 until . shortly before he died, was regarded as one of Labor's great theorists. His influence was particularly great among students. His first teaching job was at Montreal's McGill University, where he lectured in history from 1914 to 1916.
