She boasted of toppinz her pre-war production by 73 per cent, Jnstean of the 48 per cent she aimed or. . In the major fields, however, her production still fell far short of that of the United States. The announcement, by Mos- cow radio, trumpeted great gains in "the most-important tasks of .the .plan"--but .admitted shortcomings in other fields of production. As usual, the Soviet announce- ment gave no figures on produc- tion, but dealt only in percent- ages. It compared 1950 with 1940. The Russians said: Steel production--prime index of modern civilization--was 10 per cent above the target. Western experts earlier this year estimated the Sov- iet Union turned out about 30,000,000 tons of iron ingots in 1950--com- pared with a U.S. production of almost 97,000,000 tons. 0il--22 per cent above pre-war production. Earlier estimates from the West attributed, to the Russians 277,000,000 barrels last ear as comi- pared with an American 1,937,000- 000 barrels. Cogl--57 per cent more mined than in 1940--slightly above the plan's qUota. The West estimates Russia last year produced 290,000,- 000 tons of coal--the U.S. 548,000;- 000 tons. Electric power--up 87 per cent, beating the goal set. The West estimates Russia last year produced 90,000,000,000 kilowatts. The U.S. turned out 386,000,000,000. The Ni a Russ. Troops Start German War Games Berlin, April 18--(AP)--Soviet armies in East Germany, reinforced by new jet planes from Russia, have started their 1951 war games along the West German frontier, allied officials report, The East German police-army has been assigned a minor non- combat role in the manoeuvres, the officials said. There has been no increase this year in Soviet ground troops in East Germany, The present forces total about 300,000 men. The Russians may have as many .as 1,500 warplanes of all types in East Germany, the officials said. Canada Arms Full Division For Belgium Antwerp, Belgium, April 18--(CP) --Sixty-eight days after Canada announced she would equip a com- plete Belgian infantry division the promise has been fulfilled. The last shipload landed yesterday from the freighter Beaverbrae. Since last Feb. 8 when Defence Minister Claxton announced the de- cision in the Commons, Canada has delivered 170 artillery pieces, 23,000 rifles, machine-guns and mortars and 2,500 tons of munitions to Bel- gium. Communists called on all Belgian workers to refuse to handle the arms but all shipments were. un- loaded without trouble. A brief ceremony ' aboard the Beaverbrae marked the completion of the drive. Lt.-Gen. Maurice Pope, Canadian ambassador to Belgium, said the ceremony "clearly affirms that no aggressive spirit exists among the western nations." "There exists only a firm wish to ensure, by all legitimate means, the moral and material well-being of the | western peoples," he said. | Defence Minister Eugene De Greef of Belgium said the gift un- derlined the friendship between the two countries. "The task of rearmament would be above our powers if we were not borne upon the shoulders of the American nations," he said.
