The Authority brings together in close co-operation, for mutual benefit, the Townships of Hope, Hamilton, Clarke, Cavan and Man- vers, and the Town of Port Hope, .{ and functions with the aid and sup- port of the Dept. of Planning and Develoment, Lands and Forests and Public Works, of Ontario. It was emhasized that since its inception the Authority has pur- chased -over 4,600 acres of depleted land within the boundaries of the proposed Ganaraska Forest, upon over one-third of which a new young forest of approximately 1,500,000 trees has been planted. As hundreds of acres still are to be purchased and forested, there is a big task ahead to complete the pro- ject which all parties concerned consider of vital importance to the welfare of the people of Durham and Northumberland. Seek Continued Support The meeting passed a unanimous resolution pointing out that in the first five-year period no more than a start could be made on the great undertaking visualized when the Authority was formed, and stronzly urging the five municipalities in- volved to vote a renewal of the ef- fort for a further five-year period. It was moved by Stuart Ryan, Port Hope, and seconded by W, J. Boggs, Pontypool. The Ganaraska Authority has no funds of its own, but administers a small budget of $5,000, contributed in relatively small shares, by the municipalities concerned. Dept. of Planning and 'Development fur- nishes valued planning and en- gineering help. Dept. of Lands and Forests supplies the trees, plants them and supervises the resulting forest. Dept. of Public Works pays for one-half of the land punchased and all of the timber. Want River Bed Cleaned A letter from Port Hope Town Oouncil was read, advising the Authority that the Ganaraska River bed in the town "is becoming filled up by all sorts of debris," and ask- ing if the Authority would aid in remedying these conditions. Stuart Ryan, Port Hope's rep- resentative on the Board, explained at length the conditions under which the Authority functions, sketched history to show that the river had been troublesome as long ago as 1797, and enumerated various methods. that might bring improve- ment. These would require a consid- erable outlay, and while the Pro- vincial = Governmen undoubtedly would lend assistance, the local share of cost would fall largely upon the town itself, as the municipality chiefly benefitting. Budget Limited In the long run, said Mr. Ryan, the forestation measures taken would do much to reduce the erosion and the depletion of land in the watershed area, and the consequent threat of flood damage, while im- proving the district economy and building up the countryside, to the prosperity of all. But the Authority, he pointed out, has no budget for anything outside actual reforesta- tion. It was agreed that the first step necessary would be an expert en- gineering study of the problem, to see what could be done, to arrive at the approximate cost, and to op- portion the cost. A motion to this effect was moved by S. Ryan and T. A, Reid and adopted. The motion suggested to the Port Hope Council a preliminary study, organized in co-operation with the Authority and the Provincial Government.
