Well in advance of the republic's first general elections set for next November, they have launched a campaign to set up a "democratic, popular front of workers and peas- ants." » . The campaign has combined with a modest "reorientation" of Com- munist policy and tactics. Political observers here consider it unlikely, however, that Indian Communists will be able to influ- ence the election to any appreci- able extent. Internal party strife and stringent security laws will hamper them. Tactics of secrecy and silence, the hall-rfarks of Communist activity, are accentuated in India where the party is under an official ban in two states and officially frowned on in many others. . Leaders Go Underground The top-ranking Communist leaders, including the new gener- al secretary of the party, are be- lieved to have gone "underground." Nevertheless, Indian commun- ists are active in several "pockets" --in Assam in the strategic north- east, in Hyderabad in central In- dia and in Travancore-Cochin in the south, The Indian Communist Party, whose paid membership is reported to have dwindled to one-tenth of its wartime strength of 250,000, now has appeared to be the "very large nulnber of comrades. expelled on flimsy or baseless charges" to re- join the party. The party is also exploiting Prime Minister Nehru's policy of , Iriendship towards Red China to mobilize popular support for the Communists. The Communist effort to stage a comeback is expected to reach a climax at a party congress to be held later in the year. The con- gress will put the final touches to the party's new manifesto, main points of which are: Reforms Sought 1. Strengthening the alliance of the working classes with the. peas- antry to fight for agrairian re- forms and against the Anglo-Amer- ican "imperialists," big business and princes. 2. Redrawing of state boundaries on a linguistic basis. 3. Abolition of large estates, with- out compensation, and confiscation of foreign capital in the country. The Indian Communist party is also said to favor a "united left- wing front." But the prospects of an alliance between Communists and other left-wing groups are con- sidered extremely slim, Communist stock with the com- mon people of India remains low. In post-war years Communist ac- tivity has been largely concentrat- ed on organizing strikes, prison riots, acid bulb attacks and sabo- tage of railways. More recently, the Communist Party has not come out in favor of India's foreign policy in general, and the Kashmir dispute in particular. They know that somebody must be paid to grind wheat, or to deliver milk, or to build houses or cars. no matter how large an item this wage payment may become, it has no effect on prices. They continue to insist, as Percy Bengough, Presi- has publicly argued, that any product may be allowed to climb as high as it will, and yet the product price remains unaf- fected. The contrary argument, claims Mr. Bengough, with open scorn, is "the bosses' propaganda." How many reasonable citizens, we wonder, can swallow that without gagging? To make its argument labor's leaders hark back to certain con- trols that were imposed during the last war. Then prices were main- tained, they say, and they could be again, without restricting the de- mands of labor. That is quite true, if you like to accept a policy of confusing yourself in order .to price. It, was, in reality, two prices. The producer received two payments. One we called the price | of his product. That wasn't al- lowed to change. The other we | called a subsidy and, as the gov- ernment controlled that, it could do pretty well whatever was the most popular thing. Now, if you are ready to say that only part of the considerations that the producers receives ig its actual price, then the labor leaders may be right. If, however, you contend that every consideration that goes into the deal is included in the 'price, then the labor leaders were wrong. The actual price of the commodity was what the buyer paid plus what the government added by subsidy. Mr. Bengough, of course, wants to over- look this government subsidy part for it is the only way he can make it appear to the unwary that prices can be controlled without control- ling: the major content of prices-- wages. If you admit that subsidies are something else than part of the price any judgment is possible. But, if you ask who pays the sub- sidies, you will Rave to admit that they are paid by taxes, and you pay those taxes, so you pay those subsidies, even though it is in a .round-about way. make yourself believe something that is not so. That is precisely what we did. It is true that certain commodity prices, bread, milk, etc. were con- trolled' and, on the surface, con- tinued to be sold 'without any in- creases. But how?
