Commons Place To Start Reform Ottawa, May 25 -- (CP) --A 72- year-old Liberal Senator from Al- berta thinks that if there's any re- form necessary in Canada's parlia- mentary system, the House of Com- mons--not the Senate--is the place to start. Senator G. H. Ross of Calgary gave notice in the upper chamber Wednesday of a motion to set up a joint parliamentary committee to study constitutional changes affect- ing the Commons. These would include suggestions for "the better functioning" of that chamber. Senator Ross' notice brought evi- dent delight from senators who for years have been hearing talk the necessity of Senate reform. Only the day before many gq them sat in the Commons gallerie} and witnessed a day-long debate of a motion to launch a broad study proposed changes in the functiol of the historic Senate. Today members of the Commo: | will have an opportunity to witnes} the same kind of debate--in revers¢ Senator Ross is due to speak ol his motion this afternoon.
