World nights reserved Czech Peasants Stumbling Block To Red Planning By SYDNEY BROOKES Prague --(Reuters)-- Directives issued over past months from the central headquarters of the Czecho- slovak Communist party reveal the central committee's concern with winning over the small and med- ium peasants to clear the way ior what it calls the "transition to socialist forms in agriculture." But this is evidently proving dif- ficult. The party realizes the stuo- bornness of the peasant in his land ownership and party workeis are directed to secure co-operation and understanding. The commit- tee's orders imply that force and coercion will be admissions of in- | adequate methods. Meantime, opposition to munist ideas, even some resistance, is reported among the peasants. They have shown no great en- thusiasm for the "more socialist forms" proposed by the Commun- ists. They have learned that these forms are intended only as a means of covering the transiticn period before the land is nation- alized and all farms worked as col- lectives on the Soviet pattern. Communist ideologists have them- selves explained that this is the policy. But at present the party is concentrating mainly on getting the peasants used to the idea of | unified co-operatives, with slate- run big farms and machine stations providing examples of the economic benefits claimed to accrue from working land in big units. The peasants are also known to be strongly religious. In some places recently, they rallied on the villages to defend the Catholic presbyteries when word was spread, not always accurately, that priests were to be arrested. The peasants were prepared to use . violence. They carried, and used, pitchforks, sickles and staves. Such are the circumstances in which party .workers have been ordered to win the confidence of | the peasants. Party workers are warned that | the peasants are "conservative and mistrustful. They are politically, compared with indus- trial regions; they adhere to con- servative ideas and prejudices. "But that does not mean that we turn our backs on them. If Communists do not understand the situation, there can be no talk oi the party's taking a leading role. We should only be isolated from the small and medium peasants, and that would mean disrespect for the party, for the regime, and in some instances even resistance.' The party is to concentrate on winning over the small and medium elements among the peasants, while ruthlessly "wedding out" the "vii- lage rich." But a recent directive said: "In spite of all measures taken this class (the large peasants) has retained a great amount of influence over the small and middle farmer." Party' members working in the country are told that ihcy must be ideologically well-prepared for their task. But the party admits that "many of them are not pre- pared for their role, ideologically. or organizationally."
