"The time has come," Kilburn said in an interview, "when the Congress can no longer dismiss the seaway proposal like an old shoe. It is a development that this nation and Canada urgently need. "I think most of us in Congress realize this is so. Once we are able to over come sectional prejudices-- and there are good indications that this is being done--I predict that the seaway will have a good chance of passage." The bill, in brief, calls for the Congress to authorize the joint construction of the seaway and power project by the United States and Canada. It provides that the seaway cost be liquidated by tolls and that the expense of the United States share of the power development be even- tually borne by New York State. Latest estimates by United States Army engineers place the total con- struction cost at nearly $1,000,000- 000.
