But he said he could not go beyond that in commenting on a report that the government intends introducing a measure at the next session of Parliament broadening the scope of the act to make more money available to parents with large families, However, from other sources it was learned Sunday night that such an amendment, wiping out a regulation which reduces payments to the fifth and succeeding child in a family, now is under government consideration. The amendment would, in effect, subsidize large families in Canada at an estimated additional cost of about $5,000,000 a year, Currently, a spokesman said, the government shells out about $270,- 000,000 a year to about 1,700,000 families .in Canada. Since the act was brought into force in. 1945, it has cost the gov- ernment approximately $750,000,000, with the greater part of the money going to the provinces.of Ontario and Quebec. The. act was brought in as a measure to improve the health and welfare of Canadian children 16 years and under. Payments are made to the parents, usually to the mother. Here is the scale of payments: Child up to six years of age, $5 | a month; 6-10.years, $6; 10-13 years; $7; 13-16 years, $8. But where a' family has more than four chil- dren eligible, payments to the fifth child drop $1 a month, to the 'sixth child $2 a 'month, to the seventh and succeeding child, $3 a month. The amendment, wiping-out the payments restriction to the fifth and succeeding child, is expected to" boost the average family allowance from $14 to about $16 a month. Figures were not available to- night as to how many ' families would benefit by the increase if ap- proved by Parliament.
