The bids--four of them from To- - ronto and two from Montreal--will be studied by the CBC Board of Governors. The board meets in Camera today, but will hold public sessions tomorrow and Friday The Montreal applications are from station CFOF, operated by the Canadian Marconi Company, and station OCKAC, operated by La Presse Publishing Company. Stations CFRB and CKEY in To- ronto have also applied for tele vision licences along with the Famous. Players Canadian Corpor- ation and Al Leary, formerly at- tached to station CHUM in To- ronto. : The board will hear representa- tions on the six applications and reserve its judgment until either Saturday or Monday. The board's powers are limited to making rec- ommendationg to the licensing authority in the Transport Depart- ment, but the recommendations made are usually accepted. If the applications are approved, it- may take as long as a year before television broadcasts are possible. Residents of Toronto have an ad- vantage over Montrealers in' that they can pick up some of the video broadcasts from Buffalo, N.Y. The television applications ap- pear to be the main items of busi- ness on the board's heavy agenda, but some interes: is attached to two applications for permission to direct broadcasts to mobile audiences in street cars, buses and the like. Station CFCF seeks te use its frequency modulation station sep- arately from its regular outlet us ing one of its F.M. broadcasting time for programs that would ap- peal to mobile audiences using common carriers. Similar authority is sought by the Transportation Advertising nany of Toronto, which now handles the advertising in street cars and buses. Youthful Leader Of Mine Workers Cia Talk Tough By DAVE McINTOSH Canadian Press Staff Writer Glace Bay, NS.--(CP) -- When youthful, barrel-chested Freeman Jenkins takes the case of his Uni- ted Mine Workers into negotiation with the coal operators this winter he will have nearly every man of the 13,000 Maritime soft coal miners solidly behind him, The 35-year-old miner and son of a miner has his opponents in the UMW. of course. But. even they admitted at the recent union con- vention in Truro, N S., that Jenkins is an able and courageous fighter for labor. Right now, there is prob- ably no man who could stand against him in the union and win. Jenkins heads one of the most progressive unions in Canada. The UMW. does not stint on time or money to advance its and labor's policy. It prepares radio series and briefs on industrial life for submis- sion to the government, and sup- ports every campaign likely to benefit the worker, Jenkins, son of a Newfoundland- er wha spent all his life in the pit, went to work at the coal face when he wag 19 after high school educa- 'tion 'at nearby New Aberdeen and Glace Bay, - He rose through union ranks to 'become president of Phalen 'local, policy-getting unit of the UMW, in 1841 when he was 28. He has four brothers still working in the Phalen seam here. He was elected president of the! UMW. in 1942, succeeding Dan | Willie Morrison, mayor of Glace Bay for 25 years and now a mem-' ber of the Dominion coal board. | Jenkins is the father of eight chil- | dren, Physically, Jenkins is stocky, looks | somewhat like a middelweight box- er. When he turns on the power his voice can ring through a union hall like a trip of coal cars thun- dering through the deeps. Heading a group of men who do | oné of the toughest jobs in the | § world, Jenkins himself sometimes (has to-talk tough. It is generally known that Harold | J Gordon, »coal operations chief for | Dominion Steel and Coal Corpora- | § tion, and Jenkins have a great deal of personal respect for each other. | Both praetical miners, they have | been able to strike bargains where before relations between "company | and union collapsed completely. That is not to say union-company | relations have reached the party stage but they have improved con- | siderably since the war. | Jenkins c've 5 over an' er| again that w.uon officers wic not and should not be in the game for | what they can get out of it. He | practices what he preaches. During | the four-month Maritime coal | strike last year he refused to receive | any of his wages. They went into a | strike relief fund. His officers fol- lowed suit. » There . was about $934 worth of | life insurance in force for every | Canadian at thé end of 1946--a to~ | tal of $11,500,000,000.--Quick. Cana- | dian.
