Claim Negro Seamen Smuggled Into U.K. London--(CP)--A mysterious or- ganization in Aden was accused of smuggling Negro seamen into Bri- tain by a delegate to the annual 24:24 meeting of the National Union of Seamen. J. Ockleton, district secretary of the northeast coast section of the union, said the men, who often could speak no English, were flown into England, where they gave "a THERE'S ALWAYS A PLACE ON THE HOLIDAY OUTING FOR COKE @ wartime taxes ality Plus 2¢ N00) big rake-off" to agents who found them jobs aboard British ships. White seamen were often displac- ed, he said. The meeting passed a resolution condemning the influx of Negro sea- men into thé merchant navy, and asking that the government take steps to check "abuses now cur- rent." CANADA'S FOREMOST ARRANGER --0ZZIE-- WILLIAMS AND HIS ORCHESTRA SUNDAY MID-NITE 5--SEPT.--5 JUBILEE PAVILION Report From Westminster By JAMES McCOOK Canadian Press Staff Writer London, Sept. 1--(CP) --Political observers today wondered whether the Labor government has torped- oed its own wage stabilization po- licy. The government has agreed to raise substantially wages of nearly 70,000 engineers in its employ. The award has been offered and ac- | cepted by unions while the country awaits the decision of the Labor Ministry Court of Inquiry into the application of 2,750,000 engineers in private industry for similar in- creases. These increases have been refused by employers who sald they would cost £80,000,000 annually. The stabilization policy announ- ced in February 'was designed to halt further general increases ip personal incomes as part of the ec- onomic recovery drive, The policy did result in check- ing wage increases. The index of weekly wage rates at the end of June" stood at 106 compared with 105 at the end of May, 104 in Feb- ruary and 100 in June 1947. The government was criticized by unions and others who said it had failed to impose a similar check on the cost of living. The in- dex of retail prices in June stood at 110, two points above May and 10 points above the base figure for June, 1947. When the policy was announced, the government left the loophole that wage increases could be grant- ed in specific cases where good reasons were set forth. But the Times of London said that in the past the government tended to fol- low the lead of private industry on wage increases. | "For them (the government) to take the initiative in granting in- creases is a novelty for which no doubt special circumstances are re- sponsible," the Times added. The government decision about its own engineers will give heart to spokesmen for millions of other workers who protest their wages have not kept pace with living costs. The whole question of wage ad- justment and national interest will be debated at the Trades Union Congress assembly at Margate next week.
