Liber- al Leader Adelard Godbout said Quebec will grow up with the whole of Canada. Both were campaigning for the July 28 Provincial elections. Mr, Duplessis, leading the fight for re-election of his Union Nation- ale administration, spoke in the to- bacco-growing district of Joliette, along with Labor Minister Barrette, Terrebonne County, The premier said Federal mem- bers should stay out of the provin- cial campaign because "they have enough in Ottawa to keep them busy." "They should see abolt bringing down the Federal income tax which |' is ruinous to everyone," he added. Mr. Duplessis also indicated that his government would oppose agree- ment with Ottawa on a National Health Plan, "We want our health policy to be directed by Quebec," he said. Speaking on the same platform, Mr. Barrette claimed that farmers and workers, through the Federal income tax, would be paying "for years to come for a $160,000,000 loan to Soviet Russia and gifts to Cecho- slovakia." He charged that the Fed- eral Government received a "sur- rlus" of $130,000,000 a year on Que- bec's unemployment insurance con- tributions. He said the Dominion offered Quebec $65,000,000 for taxes. which had a maximum yield of $500,000,- Strike Feared In U.S. Soft Coal 'Captive' Mines Washington, July 5--(AP) -- All signs pointed today to a soft coal strike in mines owned by the coun- try's steel companies. Annual vacation of nearly 400,000 soft coal miners ends at midnight tonight, but the 40,000 employed in the so-called "captive" steel com- pany mines were not expected to go back to work without a contract. The steel industry balked at giv- ing John L. Lewis and his United Mine Workers the union shop ar- rangement signed by the commercial coal industry. The mine-owning steel mills said they were willing to €o along with other contract provis- ions -- a dollar-a-day pay increase and doubling of the miners' 1947 10-cents-a-ton welfare fund royalty. Government lawyers indicated they will wait for a strike to develop before making any court move to stop it.
