All open organized opposition #0 the present regime is stamped out with the sxplanaiion lost J me change wou ead to pri Terite, The mere thought jards shudder. Sometimes in their clubs eafes--where they talk with sur- +. "ing freedom--they gossip about the pusibility of another regime, haps around a royalist qr a8 least a conservative oligarchy. But such talk shows no indication 'becoming general or organized yr is it likely to unless it is speed. ed by some domestic crisis, such as trolled inflation. ermore, it takes place only a few millions of Spain's 28,000,000 population. "You can see people walking sbout the streets freely, cheerful and well_fed. No one interferes with them. They have security. You must live through a civil war to understand its horrors. A two-year jail term for a woman who had an' insignificant role in a plot to reorganize a former Social ist group--the leaders got up to 26 years--and sentences running to eight years for some university stu. dents who had a similar idea, don't seem to strike the average Span- iard as harsh. They look on such people as enemies who would open the gate to Communism ang civil war. Franco has had nearly nine years to shape these beliefs. Newspapers harp on two ideas -- hurrah for Spain and down with Communism! Although the Falange, Spain's only permitted "political" party, has lost much of its drive and influ. ence, it still has an important hold on youth. Men and women in their 20s have come through this mill, their minds forcibly closed to any opposition arguments. Youth movements and class in. struction get them at a pliable age. Many of their own accord pursue these activities in university, where professors of suspected liber: views talk with care because student informers. One of Franco's trump cards is his persistent anti-Communist cam. paign. Because repressive measures have been effective, it is impossible to point to any man or group of men who might take over from Franco. People of such calibre walk discreetly in Spain today.
