It was given yesterday by Ken ® neth Taylor, a Deputy Minister of Finance and Chairman of the Prices Board, who testified as the second witness of the 16-member committee. Mr. Taylor said that Canadian prices were influenced sharply by soaring prices of commodities which Canada had to import. He also said that external prices large- ly determine the prices of the prin- cipal Canadian export commodi- ties. = Another major point made by his government economist was that a continuation of wartime price controls would not likely have blocked the current rise in prices. Mr. Taylor attributed a "con- siderable part" of the price increase wer the past two years to the ces- ation of subsidy payments. The witness stressed the world- wide nature of the jump in prices. "Prices have been rising steadily wind rapidly all over the world for ihe last 18 or 20 months. "It is not a local problem. It is not confined to any country, or to any group or class of countries. [t is a world-wide phenomenon." Mr. Taylor was critical of gov- ernment buying and selling and said that there have been indica- tions since the end of the war that on the selling sidc governments, like private industry, may press for the maximum the traffic will bear. On the buying side they may not always be as careful as a man or a company whose personal fortunes depend on skilful purchasing. Oleomargarine Question Leads to 'Slippery' Debate Ottawa, Feb. 12--(CP)--Oleomar- sarine proved a slippery topic, po- JAtically as well as literally, in the Commons yeslerday. John Bracken, Progressive Con. servative Leader, tried to get a grip on the government's intentions on the dynamite-laden subject, but they skidded away from him like margarine on a, well-warmed grid- dle, Upshot of diligent 'digging by Mr. Bracken was that the House learn- ed Justice Department lawyers are studying the question of whether Canada eventually will have to lift her import ban on margarine to conform with the Geneva trade agreements. As to the government's inten. tions, Mr. Bracken learned only that the government will do what- ever it thinks should be done when it gets the word from its advisers. Mr, Bracken's questioning came at a time when parliament had be- fore it two bills to remove the mar- garine ban. The senate has the perennial bill of Senator W. D. Eu- ler (L., Ontario), while in the Com. mons a bill of the same nature has been brought in by James Sinclair, Liberal from Vancouver North. Both would permit importation, sale and manufacture of the pro- duct. In view of these, Mr. Bracken asked Prime Minister King did the government in signing the Geneva #greement "agree to remove the embargo against the importation of oleomargine?" Mr, King passed tne question to External Affairs Minister St. Lau- rent, who had come to the House armed with a careful statement on the point. It was loaded with protocals, ar- ticles, treaty series and subsections, But the gist of it was that under the present provisional application of the agreement, no modification of existing Canadian legislation is needed. ~At the ead of "some months," when the general trade agreement becoms fully binding, Canada would have to decide on the mar- garine problem. The Justice De. partment lawyers now were study- ing whether or not the anti-embar- go Geneva provisions left Canada are out. Not satisfied, Mr. Bracken want- ed to know if all this meant the government couldn't say the final effect. Mr. St. Laurent sald he wouldn't put it that way, What he meant 2; cH00 | Yo was that the Justice Department was studying the: problem. 'The government is in the posi. tion that it does not * know what position it is in?" queried Mr. Bracken. It is a question on which the government will have ta act on its responsibility after it has received advice from the legal advisers," Mr. St. Lourent replied. There was a possible exception: to the non-embargo rule in Canada's case, he said, since the product was agricultural and the ban applied to Canadians as well as outsiders, in that Canadian manufacture is not permitted. But that, he reminded the Oppo- sition Leader again, was being stud- ied by the Justice Department.
