But who gets the exchange and does it square accounts? An- FRB | swering the last question first: It does not. It is merely a "fine" to B | discourage importing and we must i eventually pay in goods. If the U. 8. doesn't accept our products in sufficient quantities to um | balance imports we go in the hole. B | We can evade responsibilities tem- porarily by mortgaging our natural resources and turning our industries over to them at a discount of 10%, or more as required. Who wants EN | Canadians to be hewers of wood Band drawers of water while the other fellow gets the profit? Will not withdrawal of profits, with no- thing coming back in return, make our exchange position progressive- ly worse? Some years ago when U. 8. citi- zens came as tourists or investors to buy our bonds they got the ex- change. But when we imported or- anges the shipper or grower didn't receive any more cash than he would if our money had not been devalued, The 10% exchange that Canadians paid extra went to the control board. Then when gold, copper, lumber, paper, fowl, ete. were shipped to the US, the US. market price was received in U.S. Granny to Get Present Children to Get Present London, Dec. 17. -- (CP) -- Sir Stafford Cripps, Chancellor of the Exchequer, told the Commons yes= terday that currency regulations forbid a Welsh granny from send- ing £2 ($8) to her grandchildren in Canada but later the House was informed that a Toronto man will see that the children get a Christ- mas gift anyway. Peter Freeman, Labor member for Newport, said the granny, an old-age pensioner, mailed £2 to her daughter in Canada "who was in urgent need of help at Christmas for her six children." The money was confiscated by customs officials and Freeman ask- ed if Sir Stafford would authorize repayment to the grandmother or allow the money © go to Canada. Sir Stafford said he could not let the money go forward under exist- ing regulations but it would be re- funded the sender. Freeman said the story of the in- cident was published in Canada and aroused such sympathy that he had a letter from a Canadian who was prepared to send the equivalent of £2 to the children. Sir Stafford said he was delighted to hear of this action. Freeman later told the - Canadian Press that C. 8. Walters, Ontario Deputy Treasurer, had written ask- ing for the children's address as he wished to send them the money. Walters had said he remembered that when he was a boy his widow- ed mother received Christmas gifts from his grandparents in Devon. \ funds by the exporters, to which the control hoard added the 10% collect- ed from the importer of oranges, machinery, cars, etc. In other words the board was collecting freem con- sumers and handing it to produc- ers, The new excise taxes are also "fines', imposed on the consumer to retard imports, only they are' handed to the tax collector. only would devaluation in- crease the price of imported arti- cles, but prices on our production of oll and many other things could rise to the import level as is the case with the tariff. And Canadian preducts for which there is an ex- | port market (lumber, copper, etc.) would automatically go up 10% at home, including foods sold in the U. 8S. or on the world market.
