The matter was brought into the open by four orchestral promoters, who signed a letter to The Times suggesting that "this would seem a suitable moment to reconsider the propriety of continuing to allow a quarter of the seating capacity of the only full-sized concert hall in London to be governed autonomous- ly by a group of private citizens." They charged that most of the seats had passed into the hands of those who had no connection with fhe original subscribers; sometimes seats were empty at concerts from which' music-lovers had been turn- ed away, and sometimes the owners exploited them by selling them at high prices. The council of the Royal Albert Hall replied that seat-holders didn't have everything their own way: They had to pay £3 a year toward the upkeep of the hall and there were 10 days a year on which they had to give up their rights to a seat.
