The ruling was made by the 11- power commission in a directive covering Japen's foreign trade pol- icles for the immediate future. It said that the precious metals and jewels ultimately should be dispos- ed of as reparations, but added: "In the meantime values of such Japanese assets should be pre- served, but such assets themselves may be used as means of acquir- ing foreign exchange to aid in fi- nancing production programs de- signed to contribute to the revival of productivity in a Japanese peace economy."
