Abbott, Minister of Fin- ance, set Canadians pondering to- day about the possibility that his forthcoming budget might give re- lief to persons in the lower income brackets in the light of his state- ment here to a group of labor offi- cials. Mr. Abbott gave what some ob- servers felt might be an inkling of what is in store when he told Que- bec Federation of Labor representa- tives at an informal conference Saturday that he personally favored a reduction in income taxes, partic- ularly in the lower brackets. Mr. Abbott said that Canadians in the $4,000 to $20,000 income class paid comparatively higher taxes than Americans and he expressed belief that this might have some connection with emigration to the United States of certain Canadian professional workers. The Finance Minister also said that he favored maintenance of present rent controls so long as the housing shortage remains acute. The labor delegation, headed by Elphege Beaudoin, president of the Q.F.L., submitted a number of com- plaints and proposals on behalf of individual unions criticizing recent decontrols. Mr. Abbott replied that the government was trying to keep "a pattern of orderly decontrol." The Minister predicted a good business year for 1947, saying: "It will be better than an average year." C.
