| i | | { | | | i i LABOR TAKES OVER CABLE, WIRELESS British Government Will Soon Have Authority Operate System ) By JOHN DAUPHINE Canadian Press Staff Writer London, Sept. 3--(CP)--Within two months Britain's Labor govern- ment will have authority to nation= alize Cable and Wireless Limited but it will be well into 1047 at the earliest before the £30,000,000 ($120,~ 000) communication system be- comes State property. Treasury spokesmen say that compensation proceedings will con- tinue for months. So far there has been no decision on the method of operation under government con- trol. Even Cable and Wireless, after 10 months' fighting against public ownership, now accepts nationaliza- tion as inevitable, It is seeking. only delay in JnDlanentauen until the Dominions and India are ready to set up a government-run Common- wealth system as they decided to do at the 1945 London Communica- tions Conference. Dominions legislation has not yet * peen introduced. The British act, however, has passed the Commons and probably will get the Lords' third reading during October, Then the government will be able to take over 155,000 miles of cables and 140 wireless circuits, "But that will only be the first step,' said a Cable and Wireless of- ficial. "The important thing is to set up the planned Commonwealth Telecommunications Board to co- ordinate and develop the Common- wealth setup. "That can't be done until the Do- minions and India take over their own external communications. Our argument is that the change of con- trol in Britain shouldn't occur until the other Commonwealth countries are ready to move simultaneously." Like Trans-Canada Canada, for instance, plans to ac-. e the Canadian Marconi Com- pany which. operates the Dominion's overseas wireless circuits. 'There have been suggestions that Cable and Wireless Ltd. might be- come part of the General Post Of- fice which already operates the PEARL'S Oshawa's Leading Sportswear Shoppe 33 Simcoe N. Phone 3518 British telephone -and telegraph system. But it is considered more likely that it will become a govern- ment-owned corporation like Trans- Canada Alr Lines, responsible to a | posed minister of the crown but function- ing as an ordinary commercial un- dertaking in its day-to-day affairs. Detailed reasons for taking over Cable and Wireless have never been published. The report of the 1945 communications conference is still a secret document, It is known, however, that public ownership first was suggested in 1081 by Australia's Labor govern- ment and that New Zealand and India soon agreed. Canada and South Africa, on the other hand, were satisfied with the existing set- up and not until 1945 did they agrec to come in with the remainder of the Commonwealth, Proponents of the plan at closed sessions of the 1945 London meet- ing advanced, it is learned, five main reasons for nationalization: 1, They wanted a greater say in the central control of Empire com- munications than is provided by the existing Commonwealth Communi~ cations Council, mainly an advisory body. 2. They felt government come panies would give them better con- trol of communications in their own areas. 3. They thought the dominant British ccmpeny routed top much traffic through London, Cables be- tween England and South Africa, for instance, must be sent via the United Kingdom, 4. If they were to contribute to maintenance of the Empire Com- municating system they wanted to contribute to the company from which the profit motive had been removed, 5. They had doubts of the com- pany's ability to meet post-war fi- nancial obligations, It is known too, that the British Chiefs of Staff favored public own= ership for "strategic reasons" which have not been made public. In addition, a government White Paper described the bill as "a neces- sary step towards the implementa~ tion of the Bermuda Agrecenent" of 1945 under which Britain agreed to rate reductions estimated by Cable ALEX VAJDA Building Contractor Alterations PHONE 3843-J When In Need of Drugs POWELL'S DRUG STORE 35 Simcoe St. North Phones 1360 - 2259 PROMPT DELIVERY WINDOW CAULKING and GLAZING! PHONE 3628) OSHAWA and Wireless 'to cost £2,500,000 ($10,000,000) a year at present traf fic levels, Cable and Wireless, strongly op- to nationalization, urged une successfully that if public owner- ship must come it should be through a single Empire corporation in which the Dominjons would be represente ed, instead of a separate company in seach Commonwealth country, These are its' main arguments against any change, as outlined by Chairman 8ir Bdward Wilshaw: 1. The bill "means the breakup of the great British Commonwealth system of ccenmunications." 2. The scheme is "impracticable and unworkable," and will result in loss of vital foreign concessions be- cause some governments present diplomatic interference", One country, he said, broke off nego- tiations with the company as soon as the bill was introduced. 3. Any Dominion wanting to na- tionalize communications could do so without affecting the setup of the British company against which there had been no charge of inef- ficiency. 4. Cable and Wireless is equip- ped to meet all future financial commitments. However, before the House of Cconmons select committee which studied the bill, Sir Edward ac- knowledged the Bermuda rate structure meant Cable and Wire- less should require a government subsidy to maintain its present scale of salary and bonuses to its staff of 10,000, Bangor, Wales--(CP) -- Adrian Scott, US. film producer, said at a film school here that '"Shakes- peare would be a highly unsuccess- ful writer in Hollywood today" be~ cause of over-strict film censorship.
