(18b) SPAIN MAY HAVE GENERAL STRIKE Threats Follow Rioting As: Workers Quit and Return to Land Madrid, Jan. 21. -- Rioting, burning and. labor troubles in dozens = of places throughout Spain during the past few days have been followed by threats of a general strike next Monday. In several sections of the coun- try city workers moved out ypon the land and began to till it, the owners, in most cases, offered no pretest. The workérs declared they were ploughing only enough | to provide themselves with food, Superiors of the Jesuits, fol- lowing a revival of the anti Catholic demonstrations which resulted in several deaths in riot- ing and the burning of build- ings, ordered 200 novices at the Loyola Noviate at Bilbao tp pack their clothing in preparatfon for leaving in casé the Government declared the order dissolved. Thirty - two Socialists and Communists were injured at Pamplona after a fight in a tay- ern between groups of both ors ganizations. The fight grow out of a politica] argument. The Government strengthened its forces in Madrid as a precau- tion against possible reaction here from the disorders which prevailed throughout the rest of the country. The Cabinet met to consider the enforcement of laws for the defence of the Republic. Twenty thousand workers walked out of 20 textile mills in Barcelona in ¢'hat was described as an "Anarchist" strike. Official dispatches received here said the strike at Bilbao has erded and the strikers returned peacefully to thelr jobs. Tbe decline in 1330 was checked in February, 1931, but a further decline be- gan in June and lasted until September up to the suspension of the gold standard on Septem- ber 21. The improvement rec- orded at the beginning of Octo ber continued up to the end of the year. It is estimated that number of workpeople In em- ployment rose from 9,215,000 in January to 9,516,000 in May and fuctuated thereafter to 9,475, 000 in September and rose again in December to 9,697,000. "The average number employ- ed during the months of 1931 was 9,409,000 compared to 9,785,000 in 1930 and was the lowest fig- ure since 1923." A table issued with the report estimated the average number of insured persons between 16 and 64 years in employment in Great Britain between 1924 and 1931 were as follows: 1924 9,514,000 1925 9,399,000 1926 9,050,000 1927 ...0.. 10,002,000 1928 ..,e¢.. 10,007,000 1929 ...... 10,207,000 1920 .. 9,785,000 1931 9,400,000 The average rate of unemploy- ment among insured workers in 1931 was 21.3, of whom the wholly unemployed accounted for 16.1 and temporary workless 4.6 compared with 11.8 and 4.3 respectively 'which were the fig- ures for 1930. Reforms in the application of unemployment in- rurance under the National Eeon- omy Acts have diminished the number registering un to De. rember 11 by 90.000 women, most of them married. Generally, there was less un- smployment at the end of 1931 than at the end of 1930 as ex- pressed in percentages but the gain was only seven-tenths of me parcent. There were substantial {m- rrovements in the textile and clothing trades and In {ron and rteel manufactures with the ex- ception of pig-iron.
