W. D. Euler, minister of customs. In the Liberal party there is an ultra-prohibition faction and press, and these two have brought their powerful influence on the govern- request prohibiting clearances to liquor-laden craft bound for that country. One individual in his en~ thusiasm for the Volstead act has récommended the government take a certain course in the refusal of clearances which is clearly illegal, yet he cannot understand why the government will not break its own law to satisfy his personal desire. Then there is the position of Mr. Euler which must be considered in any government action, more espe- cially in his absence. He cannot evade his statement of policy on clearances and contingent issues to parliament. To reverse his policy in hid absence would reduce him to the status of a party hack, or produce his resignation: Further; the government does not wish to lose the revenue from liquor ex- ported, which amounts "to many millions of dollars, Te The government is faced with conflict in its own party ranks on this issue. Liquor Liberals and temperance Liberals are irreconcus able.
