Smillie, Chief Super- intendent, Gives Brief Outline Montreal, Que., July 12.---~How to bring nursing care to the rural districts of many countries was a problem vigorously discussed at a general session of the Internation- al Council of Nurses meeting in Montreal today. Miss Elizabeth L. Smellie, Chief Superintendent, Victorian Order of Nurses of Canade, said the chief problem in Canada is the widely scattered population in many Sec- tions with different racial groups more or less slowly adapting them- selves to changed living conditions. 'It is impossible in a brief. outline such as this to go fully into the in- dividual activities of the various Provincial Departments of Health, each of which is making yearly an increasingly valuable contribution to the welfare of Canada," she said. "The health unit plan is rapidly growing in favor in Canada and will undoubtedly mean the exten- sion of educational and preventive work to areas at present barety touched. Bedside nursing is not included in this programme. One of the essentials to ensure success in the development of this plan would appear to be the securing of exceptionally well qualified pérson- nel. Rural work requires the very best type of public health nurse and she can make a much more valuable contribution if she understands thoroughly rural life and needs. Unfortunately, the sup- ply of fully qualified public health nurses in Canada is limited ana there is difficulty in obtaining a sufficient number even for the larg: er centres, where the staff nurse has benefit of constant supervision and contact with ' experienced teachers and the best public health facilities are available. The rural group on the other hand has few such advantages and more irregu- Jar or no nurging supervision, which means the nurse must neces- sarily be even more self-reliant and professionally well-qualified and adaptable than {if engaged in work on a city staff." Miss Smellie said living arrange- ments constitute a great problem for nurses in smaller and more ru- ral areas just as in the case of school teachers. The necessity for sufficient and graded salary must be recognized. Regular supervi- sion, opportunity provided for at- tending an occasional refresher course, or a short time off in mid- winter or early spring in addition to the regular holiday, or extend- ing help of every possible kind in the educational way, are essential to the well being of the nurse working alone under adverse com- ditions or in an isolated spot, in order that she may carry on her work effectively. Were there a sufficient number of professionally, well-qualified nurses to meet the demands of the] rural as well as of the urban nurs- ing field, a most urgent necessity in different sections of the country would still be a well-planned anu professionally guided training cen- tre to provide field experience in rural nursing, she said. To secure the better distribution of physicians and nurses available is a problem requiring the combin- ed wisdom and co-operation of Pro- vincial Governments, health aw partments, schools . of medicine, medical and nursing associations, directors of training schools for nurses and the leaders in public life. No one group can handle it alone, she said. Rural hospitals as health cen- tres for a given area were urged by Migs Mary K. When the first graduates of the public health nursing school were asked several years ago to choose where they wished to work, they . were almost unanimous in their anxiety to go to the country peo- ple and show them some of the simple means of making life more livable. "Our nurses in isolatéd districts now have health stations," Miss Bovolini explained, "where she has classes in housekeeping for moth- ers and young girls who are taugnt also some of the simple hygienic measures. There are not many nurses in the rural districts, so in case of illness they instruct a mem- ber of the patient's family in giv- ing nursing care, and in this way, gome help is being brought to the rural population." The rural nurse In Hungary must have good understanding of all the various problems with which her country people are con- fronted and must be familiar with the laws, Miss Alexandra M. Wack- er, of State Hygienic Institute of Hungary, Budapest, said, No bed- side care is given by rural nurses who ooncentrate on a programme of health instruction. "The sucucess of registration of nursing schools depends upon the attitude of the members of the members of the boards and the in- spéctors in going into hosnitals and making regulations for the teaches ing and registration requirements." Miss Eldredge asserted, "We must make the nurses come up for ex- amination feeling that it is not the desire of the state boards to turn them down, but to pass successful- ly as many applicants as possible." Mullineaux, of New Al- bany, Ind., had the bone between his shoulder and the base of his neck broken and received other in- juries when his car and another owned and driven by John Lam- bert of Mallorytown, collided head- on near Escott, 12 miles east of here last night, The Mullineaux car caught fire and was badly damaged. Mr. Mullin- eaux was taken to the Kingston General Hospital, Dramatic Reappearance of Missing Youth Quebec, Que,, July 12.--Leo Ber- geron, 16, who was lost in the woods, some thirty miles from Quebec, since Monday, made a dramatic re-appearance yesterday at an open air mass being celebrat- ed for his benefit.
